The Downtown Cape Girardeau Community Improvement District was established by the Cape Girardeau City Council by
adoption of Ordinance No. 4574 on May 5, 2014. The District was established as a political subdivision of the State of Missouri under the CID Act.
Seven owners of real property are appointed by the Mayor with the consent of the City Council to serve as the Board of Directors. Members serve a four-year term. The City Manager or his designee shall serve as a liaison to the Board.

Five-Year Plan for the Downtown District was adopted by the City Council with the approval of the Petition for Creation of the District.
The District will assist with the following improvements and services authorized under the CID Act:
- Clean & Attractive: trash and litter pickup; streetscape maintenance, holiday decorations
- Safe: security management and contracting, security camera incentive program
- Vibrant: marketing, special events
- Professional: administration of the District
Meeting Schedule
Meetings are called by the District Chairman; however, the Downtown Cape Girardeau Community Improvement District is required to hold at least one meeting a year, to which all individuals owning property and/or operating a municipally licensed business within the boundaries of the district are actively encouraged to attend with the expressed purpose of reviewing and updating the plan.
