Off-Duty Officer Saves a Life

A cardiac arrest call hit 911 and first responders raced to the scene to save a young woman. Seconds count in these situations so we are forever grateful that Police Officer Jen Rubin was off-duty nearby and received the alert on her PulsePoint app.
"Officer Rubin actions went above and beyond the typical call of duty," said Battalion Chief Dustin Koerber of the Fire Department. "She did a great job and gave this young lady another shot at life."
Rubin was on-scene a couple minutes before on-duty responders could arrive. She performed several rounds of CPR on the patient, likely keeping her viable until medications could be administered. "Officer Rubin is a perfect example of the difference Police and citizens can make on our emergency medical responses and why we encourage all officers and bystanders trained in CPR to download the app," said Koerber.
PulsePoint, the free mobile app, alerts citizens trained in hands-only cardiopulmonary resuscitation (CPR) when someone in a nearby public place suffers cardiac arrest. Dispatchers send alerts through the app at the same time they dispatch first responders to the scene. The app also notifies users of the closest available automated external defibrillator (AED).
“There are approximately 85 out-of-hospital cardiac arrests in the City of Cape Girardeau each year. PulsePoint is a great tool for alerting users of the app of a nearby incident with the goal of initiating early CPR and use of the AED. Those actions alone can increase the victim’s chances of surviving by nearly 45 percent,” said Dustin Koerber, Battalion Chief, Cape Girardeau Fire Department.
