Sealed proposals will be received for the 2018 Sidewalk Gap Program at the Development Services Office, City Hall, 401 Independence Street, until 10:00 AM, June 25, 2019.
The improvements consist of installation of 5 foot wide concrete sidewalks, installation of ADA accessibility ramps, and all other necessary appurtenances and adjustments on Walnut Street between Sprigg Street and Ranney Avenue; Linden Street between Sprigg Street and Ranney Avenue; South Pacific Street between Elm Street and Walnut Street; Silver Springs Road between Themis Street and Whitener Street; Ellis Street between Hickory Street and Hackberry Street; and Hackberry Street between Pacific Street and Sprigg Street in the City of Cape Girardeau, Missouri as stated in the Specifications or shown on the Project Plans for the 2018 Sidewalk Gap Program.
Proposals will be publicly opened and read aloud at 10:00 AM, June 25, 2019 in the Development Services Conference Room.
The Contract provides for the furnishing of all labor, equipment, and materials necessary for the improvement and construction required per the improvement plans, specifications and construction documents.
A certified or cashier's check, or bid bond executed by the bidder and an approved Surety Company, in the amount of five percent (5%) of the bid shall be submitted with each Proposal.
All questions concerning the project shall be submitted in writing to the City of Cape Girardeau City Engineer by Noon, June 21, 2019. The Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions. Oral statements may not be relied upon and will not be binding or legally effective.
The Owner reserves the right to reject any or all Bids, including without limitation the rights to reject any or all non-conforming, non-responsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by Owner. Owner also reserves the right to waive all informalities not involving price, time or changes in Work and to negotiate contract terms with the Successful Bidder.
Plans, specifications, proposal form, and contract for said improvement may be seen and/or obtained in the Development Services Office, City Hall, 401 Independence Street. A non-refundable fee of $50.00 per set is required. All bidders are required to purchase plans and specifications to submit a bid for this project.
Pursuant to 285.530 R.S. Mo, the bidder must affirm its enrollment and participation in a federal work authorization program with respect to the employees proposed to work in connection with the services requested herein by including with the bid proposal 1) submitting a completed, notarized copy of AFFIDAVIT OF WORK AUTHORIZATION and 2) providing documentation affirming the bidder’s enrollment and participation in a federal work authorization program with respect to the employees proposed to work in connection with the services requested herein.
